Abstract

Administrator of public roads is responsible for many task, as evidenced by the

extensive, open enumeration included in the article 20 – 20b and 20f of the act

on public roads. Bearing in mind the high degree of specialization of tasks related

to the functioning of public roads, the legislator decided to allow performing the

tasks of the road administrator with the help of an organizational unit being the

road management board. This unit is particularly helpful in urban country, which

constitute agglomerations with complex road and communication infrastructure.

Due to the intersection of roads of various categories within the urban country

were predicted solution, whereby the president of the urban city is the manager

of all public roads, except for motorways and expressways
