Współdziałanie miast na prawach powiatu – na przykładzie Wrocławia, Wałbrzycha, Legnicy i Jeleniej Góry
Abstract
Local self-government units are empowered to enter into cooperation while performing
public tasks under legal provisions of Polish law. With reference to the
cooperation mentioned above, basic legal provisions are set out in the system
provisions which provide establishing self-government assosiations, ordinary assosiations
and agreements. However, legal options of cooperation between local
self-government units aren’t limited to the options described above. It has to be
borne in mind that Polish units of local self-government have the right to enter
into cooperation with public entities under public-private partnership. They are
also allowed to establish and join commercial law companies. A particular example
of the local self-government unit is a city with district rights which is a commune
responsible for performing district’s public tasks under the provisions of law. In Poland
there are 66 cities with district rights according to the administrative division of
the country. Four of them are located in Lower Silesian Voivodeship, i.e. the cities of
Wrocław, Wałbrzych, Legnica and Jelenia G.ra. The aim of the article is to describe
legally permissible for districts forms of cooperation between local self-government
units and the way in which they exercise this right by taking the example of cities
with district rights from Lower Silesia Voivodeship.
