Abstract

Public administration is evolving. For a long time, we have been observing progressive

computerization in public life. Beyond a certain group people, almost everyone

uses the kindness of modern technology. It has become so every day that a mere

citizen seldom imagines that he would have anywhere to stand in line, for whatever

to wait (it would probably be considered a bad misunderstanding). The growing

standard of living has thus become a stimulus to the public administration, which

in particular at local government should show that it is interested in a citizen, or

more broadly, a self-governing community. Thus, the public administration had to 

adapt to the new conditions, and therefore to accept more vividly its „menial” (of

Destiny) against the citizen’s character. Additional determinants derive from Members

European Union, which one obliges our country to gradually compensate for

the level of public service standards to those nationals of other better-developed

Member States in their countries.
